Kevin Barry Dodd is the Chief Executive Officer of International Legal Support & Investment LLP (ILSI), an international initiative established to strengthen the protection, dignity and long-term wellbeing of migrant workers throughout the complete migration cycle—from their home community to their country of employment and, ultimately, their safe return home.

A British national with extensive international business and leadership experience, Kevin has lived and worked in the Sultanate of Oman since 2007. His professional career has encompassed corporate leadership, strategic investment, international business development, risk consultancy and the establishment of cross-border commercial partnerships. His many years in the Gulf have given him direct insight into both the indispensable contribution made by migrant workers and the serious vulnerabilities they can face.

Why ILSI Was Formed

ILSI was founded in response to a fundamental weakness in the international labour-migration system: a migrant worker may hold a genuine passport, a valid employment visa and a lawful contract, yet still remain vulnerable to exploitation.

Visa qualification alone does not guarantee ethical recruitment, fair employment or effective access to justice. Workers may encounter excessive recruitment fees, contract substitution, deceptive employment promises, unlawful salary deductions, delayed or unpaid wages, passport retention, unsafe working conditions, restricted movement, intimidation or abandonment. Many workers are unfamiliar with the laws of their destination country, cannot afford independent representation or fear that reporting mistreatment could jeopardise their employment or immigration status.

Kevin’s vision for ILSI is therefore built upon a clear principle: lawful migration must also be safe, informed, transparent and accountable.

ILSI seeks to close the protection gap between receiving permission to work overseas and receiving meaningful support throughout the period of employment. Its purpose is not to replace governments, embassies, employers or regulatory authorities, but to connect and reinforce their efforts through a coordinated international support framework.

Under Kevin’s leadership, ILSI has developed a Home-to-Home Guardianship Programme: a structured membership and protection framework that begins before a worker leaves their country of origin.

Prospective members who join ILSI for a very small fee are provided with verified information about their proposed employment, contractual rights, responsibilities, destination-country requirements and available channels of assistance. Support continues during travel, arrival, employment and return, creating continuity at the stages when migrant workers are often most exposed.

The ILSI framework is being designed to include:

  • Pre-departure registration, education and orientation
  • Identity, visa, contract and employer-document verification
  • Clear explanations of employment terms in a language the worker understands
  • Responsible-recruitment and ethical-employment safeguards
  • Confidential channels through which members can report concerns
  • Access to qualified legal guidance and, where available, pro bono legal assistance
  • Referral pathways for emergencies, labour disputes, welfare concerns and suspected abuse
  • Cooperation with governments, embassies, employers, lawyers and recognised support organisations
  • Secure case management, follow-up and appropriate escalation
  • Financial education, skills development and preparation for returning home
  • Reintegration and enterprise opportunities supported by responsible investment

Preventing Exploitation

Kevin believes that prevention must begin before harm occurs. ILSI therefore places particular emphasis on early verification, worker education, documented accountability and accessible intervention.

Where concerns arise, ILSI’s role is to help ensure that the worker is not left isolated or forced to navigate an unfamiliar system alone. Cases may be assessed and referred to the appropriate employer, recruitment agency, embassy, labour authority, lawyer, welfare organisation or emergency service, depending upon the circumstances and applicable law.

ILSI also seeks constructive partnerships with responsible employers. Ethical businesses benefit from better-informed workers, clearer communication, improved welfare standards and reduced legal, operational and reputational risk. By encouraging transparency across the recruitment and employment chain, ILSI aims to distinguish legitimate employers and qualified workers from those who seek to profit through deception or abuse.

The programme is intended to operate in alignment with applicable national laws and internationally recognised labour and human-rights principles, including the standards promoted by the International Labour Organization and the United Nations.

Protection Linked to Opportunity

Kevin’s vision extends beyond emergency intervention. He believes migrant workers should return home not only safely, but with greater knowledge, stronger skills, improved financial security and realistic opportunities to build sustainable futures.

For this reason, ILSI connects worker protection with education, reintegration and responsible foreign direct investment. Its wider development strategy seeks to support employment creation and enterprise in migrant-origin countries, reducing the economic pressures that can compel individuals to accept unsafe or exploitative work abroad.

ILSI’s long-term objective is an international migration system in which every genuine, visa-qualified worker is recognised as a human being with rights, responsibilities, ambitions and a family—not merely as a source of labour.
