Who We Are
ILSI is an international membership institution founded to protect migrant workers across the full labour-migration journey, from home to home.
International Legal Support & Investment LLP (ILSI) was founded in response to a critical weakness in international labour migration: although migration is one continuous journey, the systems responsible for protecting workers frequently treat recruitment, overseas employment and return as separate processes. Migrant workers can consequently become vulnerable in the gaps between them. Through its Home-to-Home Guardianship Programme, ILSI provides one continuous membership designed to support genuine, visa-qualified migrant workers from pre-departure preparation through employment overseas and their eventual return and reintegration. Annual membership costs USD 60—equivalent to just USD 5 per month—providing an accessible, coordinated framework for information, verification, guidance, legal protection and support throughout the member’s journey.
A Home-to-Home institution
We call our model "Home-to-Home." It begins before a worker leaves — checking that a job offer and contract are genuine and that recruitment fees are lawful. It continues throughout overseas employment, with a 24/7 helpline in each country ILSI deploy, for subscription members, should they require legal casework and welfare support if something goes wrong. And it does not end when the flight home lands: ILSI supports reintegration and helps returning workers put savings and skills to productive use.

- Responsible Investment — Members who choose to save or invest may access financial education and independently regulated investment services through ILSI’s approved financial partners. Members retain ownership and control of their funds, and every investment decision remains voluntary.
- National Development — ILSI data helps governments and development institutions understand where workers go, what they earn, what skills they acquire and where they return—allowing finance to be directed towards the communities and industries where it can achieve the greatest national benefit.

Working alongside existing systems
ILSI complements—not replaces—the work of embassies, labour ministries, employers and licensed recruitment agencies. Its distinct role is to provide each member with continuous support and a secure record that follows them throughout recruitment, overseas employment and return. When assistance is required, an authorised ILSI caseworker can respond promptly with the member’s relevant employment and welfare information already available, subject to appropriate consent and data-protection safeguards. This continuity enables ILSI to coordinate effectively with the responsible authorities without requiring the worker to begin their case again at every stage.
Who ILSI serves
Our primary members are migrant workers and their families, but the institution is built to be useful to a wider set of audiences too: governments seeking safer, better-governed corridors; development-finance institutions looking to channel investment productively; and researchers who need reliable, corridor-level evidence rather than assumption.
