International Legal Support & Investment LLP (ILSI) is a limited liability partnership incorporated in the United Kingdom under the Limited Liability Partnerships Act 2000. ILSI operates a purpose-led membership programme providing protection, guidance and support to eligible migrant workers.
ILSI is constituted as an independent, not-for-distribution membership institution. It is not a government agency, a recruitment business, or an employer, and its governing documents prohibit it from taking placement commissions or accepting funding that would compromise its independence from any single government, employer or recruitment agency active in its corridors.
Anti-Bribery and Anti-Corruption Policy
International Legal Support & Investment LLP (ILSI) maintains zero tolerance for bribery and corruption. ILSI conducts its activities in accordance with the Bribery Act 2010, applicable local laws and recognised standards of ethical business conduct.
No LLP member, officer, employee, consultant, contractor, partner or other person performing services for or on behalf of ILSI may directly or indirectly offer, promise, give, request, agree to receive or accept any financial or other advantage intended to secure an improper benefit or influence the proper performance of a public or private function.
ILSI prohibits facilitation payments, unofficial processing fees, secret commissions, kickbacks and improper payments of any value. This prohibition applies throughout every country and migration corridor in which ILSI operates, regardless of whether such payments may be customary or expected locally. Legitimate fees published by a government or authorised body may be paid only against official documentation and an appropriate receipt. See also our full anti-corruption policy.
Governing documents
ILSI operates under a constitution approved by its Board of Directors, which sets out its objects, membership rules, financial controls and the powers of the Board, Advisory Council and executive leadership. The constitution is supported by a code of conduct, an anti-corruption policy, and a safeguarding policy that together bind every director, employee and contracted partner.
Regulatory relationships
In each corridor where ILSI operates, it works within the regulatory framework of both the origin and destination country — for example, cooperating with Nepal's labour migration authorities on recruitment oversight, and engaging destination-country labour inspectorates and consular services where a member's case requires it. ILSI does not claim any regulatory or law-enforcement power of its own: it supports, advises and refers, and where formal legal action is needed it connects members to licensed legal representation — see our disclaimer.
Data and privacy
Member data collected for casework, verification and reintegration services is handled under the principles set out in our privacy policy, including retention limits and members' rights over their own data.
Financial structure
ILSI's constitution prohibits distribution of any surplus to directors, employees or any private individual. Income from membership fees, and any grant or development-finance funding, is applied to ILSI's stated objects: legal protection, safe labour mobility, responsible investment and national development activity. Financial controls, audit arrangements and reporting are described in ILSI's annual reports, which the Board of Directors is required to approve before publication.
How this differs from a typical NGO or business
ILSI is neither a conventional charity, which typically cannot charge a membership fee for core services, nor a business, which can distribute profit to owners. It sits deliberately in between: a membership institution funded partly by the people it serves and partly by institutional partners, with governance designed to prevent either funding source from capturing its decisions.
